PV in freezing temperatures

My husband does construction and today was around low 30's, Tonight I'm having trouble getting batteries charged, could the freezing temps possibly ruin these batteries? Actually, I'm not sure if it's that they're not charging, or if it something else with the battery switch, if I draw real hard when I inhale on it, it works for a little bit, then quits again, idk. All three batteries he took with him today, were outside all day in the cold, I re-charged them, and all 3 are acting weird.

Does anyone know how low temps affect lithium batteries, or e-cig battery switches? He just switched to e-cig 6 days ago, I'd hate for something like this to send him back to tobacco. :(
