Q: Duracell power packs or equivalent

I went to the flea market Sunday and wouldn't you know that someone was selling a cheap immitation of a Duracell powerpack. This made me wonder how the performance of these powerpacks are measured. And what would be required performance to charge a 510 battery a dozen times on a single charge of the powerpack?
