Question about E-cigs and tobacco taxes

This may be a really stupid post, but I'm having difficulty finding information.

I realize that e-cigarettes may eventually go down a path where the liquid is taxed under the tobacco Act, but I'm trying to find information on tobacco tax itself. Why does it exist? All I could find is that studies show it is a method used by the government to control consumption -- often falling under a measure to protect the public from smoking.

If it is meant to protect the public from harm, and e-cigarettes are eventually shown to be less harmful than other approved products for consumption, can they still be taxed as highly as traditional cigarettes, cigars, etc. if they fall under the category of a tobacco product?

I guess I'm trying to figure out if the government can justify taxing the hell out of e-cigarettes at some point.

If I'm not mistaken tobacco taxes fund/aid state run programs & political kickbacks for a certain demographic.
NO STATE IN THE UNION HAS AN INTEREST IN CURBING TOBACCO CONSUMPTION!!! IMHO.
The do-gooders just figured if they couldn't make you quit then they would tax you out of them. If cigarettes didn't have any taxes the price per pack would be around $1.50 probably. Our state has voted for $1.00 tax increases for the next few yrs. in advance.

Actually, it will probably fall under the same classification as cigars and pipe tobaccos, the general classification. After speaking with the state revenue offices, I learned that there are two classifications for tobacco products 1.) Cigarettes and RYO products, and 2.) general tobacco products. the 2nd category enjoys much lower taxes, which is why so many RYO companies are trying to dodge the bullet by calling what is otherwise TRUE RYO tobacco a PIPE tobacco. Disgusting, actually, since I enjoy a good english tobacco in my briars. It's endangering what is an otherwise non-life-threatening hobby. Pipe tobacco nicotine is absorbed in the same way as smokeless tobacco, since you're not supposed to inhale the smoke. That stuff is WICKED STRONG.

they put 90% of the RYO suppliers OUT OF BIZ.. overnight with that crap,I'm still seething over it.
Dont think for one minute that the government wont goose step over everything that gets in the way of the back room deal...
They shut down the RYO little guy they shut down the indian reservation tobacco sales.
The publics just an annoyance to those elitist closet commies.
