Those are clones, if you were not aware. As such, you get what you get. Buyer beware.
If I was to guess, I would think that it's a really crappy clone and yes, some clones are better than others.
Is he familiar with all the safety aspects of mechanical pv & RBA use?, does he have the necessary equipment and know how to use it?

To the OP... It's probably not a scam, but the quality probably isn't going to be great... But more importantly than that, just as stated, if this is the first device he's looking for, I would not recommend it... at all...

When it comes to the dripper, I would look for a stainless steel item, and not something with a black coating;
