No, not in my opinion.
Occasionally remove head from base and thoroughly dry the chamber in the base underneath the head.
You can also turn it upside down so the wicking holes are below the juice level and press the fire button for 2 ~ 5 seconds to burn off excess juice.
Blowing through the drip tip could make the problem worse, by over pressurizing the tank which will push more liquid into the head.

Best is to figure out the reason the head is keeps getting flooded and fix it.
Could be the head isn't tight in the base, missing or damaged head to base o ring, too strong of a draw for the airflow setting, always let off the fire button before you stop inhaling, this clears the air tube preventing condensation build up.
