To answer your question, yes it is designed to charge those batteries :) It will charge them up to around 4.2 volts. When a battery is listed as 3.7 volts, that is its nominal voltage but the actual charge will be around 4.2 at the fully charged state, then this voltage will drop as the charge depletes.

FWIW, I know it may look like there is a lot to learn, but it's totally worth learning to understand the products we're using, how to use them safely and how to get the most performance out of them. It really does get a lot easier once you've got learning the basic info under your belt :)
