They will be about the same. Ohm's law says the 2.5 ohm will use less amps, thus drawing less current, but the booster circuit in the Vamo will draw power raising the volts needed to get to 9 watts so it evens it out.
Yes, although the efficiency of the boost circuit may affect it. Theoretically, the higher voltage/lower current should give longer use, but, as Jerms says, doesn't take into account the entire system.
