Radio ad for Myrtle Beach SC shop selling e-cigs for $15??

A friend of ours says there is a radio ad for a Myrtle Beach SC shop selling e-cigs for $15 and a friend of his bought one.
He says the atomizer is just like ones we use - innokin Iclear 16 and battery just like ours which ours is a 1100 mah battery ego style.
Scratching my head, how a retail shop could sell so low.
Wondered if someone has heard this ad

Just the battery and clearomizer? I can see that. B&M shop here sells "express kits". Clearo, 650 ego batt, charger and 10ml juice for $25.
Get a good bulk deal on the stuff and sell for cheap to get people started.
