Depends on if you have a cartomizer, or a cartridge with a separate atomizer, you could get tweezers and pull out the filling if its simply a cartridge and fill the cartridge with the nicotine and replace the filling or you can simply drip the liquid on the filling until its saturated but you don't get as much liquid in it if you do it that way, a cartomizer is a cart and atomizer in one and needs a syringe, hope that helps.

Dripping is entirely different from using a cart. Dripping skips the cart filling altogether by utilizing a hollowed out mouth piece called a drip tip. You just drip the juice through that onto the bridge of the atomizer.

Refilling a cart doesn't require a syringe and is usually done by removing the filler and dripping juice into until it's about half full. The the filler is reinserted and more juice is dripped on the filler until it looks slightly slushy.

Dripping is using a battery (manual recommended), an atomizer and a drip tip and dripping liquid directly on the atomizer and vaping it with no cart involved.

cartridge aka cart is the mouth/juice part of a 3-piece ecig
cartomizer aka carto is the combined atomizer and cart of a 2-piece ecig

What ecig model and which style (2-piece or 3-piece) do you have?
And if 3-piece, does the cart stick into the atomizer or over the atomizer? If over the atomizer, you probably need to push up the juice cup by sticking and unbent paperclip in the mouth hole

I haven't purchased an e-cig yet. But at the moment I'm looking at the Riva 901.

Is a dripped cartomizer just as good as a new one?

As others have said it's not dripping when you use a cartomizer, it's refilling. Dripping doesn't involve a cartomizer at all. Considering the fact that many times you can buy cartomizers empty, yep they're as good as new the first time you fill them. However, I suspect that what you are asking is if you refill your cartomizer will it be good as new. That depends. Did you run it really dry and burn the filler or damage the atomizer? Is the juice you are refilling with compatible in flavor with the previous juice? These are disposable items. They can usually be refilled a few times though.

Dripping uses no cart, no cartomizer

You can drip on a Riva 901 w/ a 91 atomizer and a 901 drip tip
You can use 901 atomizer and cartridges
You can used 901 cartomizer blanks but they are much harder to find than 510 cartomizers
You should be able to find some adapters to use the atomizers and cartomizers of a few other models
