Yes, quite normal. It is difficult (read: expensive) to build an ohmmeter accurate to a hundredth of an Ohm; most mods don't have one anywhere near that accurate. In fact, I don't know of any mod that does. Many mods are off by a tenth or more, never mind two hundredths. Bear in mind also, resistance in metals varies directly with temperature. Thus, a coil recently fired and still retaining some heat above ambient temp will be more resistive than it would have been at room temperature. This is true of all metals, and all ohmmeters regardless of accuracy. Neither is this something to worry about. You don't mention which mod you have, but given it has an ohmmeter at all, it is probably a regulated mod, and therefore designed not to fire an unsafe coil.

Yes my mod routinely reads high, on every coil I've used. I've just adjusted for it with wattage if really necessary. Unless it's like over 0.5 or so ohms, it's not a big deal, so I wouldn't worry about it. I have yet to have a coil read exactly what it's "labelled" though my IPV-5 mod that's out of rotation at the moment read resistances far more correctly. But, since I love my current mod I am not stressing out about it.
