I've got Sjogren's Syndrome, so I deal with dry lips, mouth, everything, anyway. Add the moisture sucking properties of PG to it and things have gotten 10 times worse. I go through cycles where my lips will peel over and over again, it's a wonder I have any left.

Some things I've found that help:
Like mentioned, up your fluid intake, a LOT. Try to make it mostly water, but if you don't like it then things like lemonade, kool-ade, decaf tea etc. will work. Try to stay away from caffeine as much as possible as it's a mild diuretic.
Set up a humidifier in the house. I've got a large one for most of the house and then a small one for the bedroom.
Frequent applications of lip balm, but try to stay away from anything with menthol or camphor. Both are alcohols and can be drying to some people. olive oil, shea butter and cocoa butter are some good ingredients for lip balms. The ones that work the best for me (and I've got approximately a dozen here at the house) are Burt's Bees Replenishing, Lypsyl Intense Protection with SPF 15, Neosporin Lip Treatment in the squeeze tube and Aquaphor Lip Repair.
If you can, buy at least 50/50 PG/VG juices. VG can also be drying, but not as much. Unfortunately I'm a little sensitive to VG, so I do is 20% at the most and 15% is better.
Once or twice a week, mix up a lip scrub or use olive oil and a washcloth to scrub your lips. You can find several really good lip scrub recipes by googling. Apply a good layer of olive oil or your favorite lip balm after rinsing and drying your lips.
Keep facial cleansers away from your lips, and wear a thick coating of olive oil or lip balm on them when taking a shower or bath. The heat will help your lips soak up the moisturizers.
