Really confused on "newbie posting rules"

Hey all,

The sticky seems to say that the restrictions on what forums you can post in disappear after your first 15 posts, with the exception of some special forums. I'm still getting the "You're not allowed to do that!" message when I post in a non-newbie forum though. Am I missing something? Do I need to apply for verification to participate in the rest of the forum?

Follow-up question (sorry for being clueless): what bar do I need to meet to post in the "negative reviews" forum? I'm having problems with an order from Happy Vaper that disappeared and I'd like to voice my complaint. I keep geting a "No permission!" message when I try, though.

What section does "reviews of Suppliers -- Negative" fall under? I see that Co/Op and Classifieds have stronger restrictions than most of the forums, but that doesn't seem to be the case for negative reviews. I also note that I'm able to post in the sibling-forums of "negative reviews." What am I missing?
