Really quick easy question about e-liquid density

Does the amount of flavor change at all among the different nicotine strengths? Like does a med or high strength apple flavor liquid taste any less like apple in the low or no strength?

in my limited experience, i have got totally wicked french pipe in both 36mg and 18mg and the 36mg has certainly got a stronger flavour. I don't know if thats a common trend with all liquids and brands but is certainly true to the above.
