i have to ask were you got this from n why its at 30ml my nic base at 25 ml in a 30 ml juice would melt a juul

Your base is nicotine solution, PG and VG together... it's however you need it to be..

If it helps your flavoring percentages on that recipe are 10%, 4%, 4%, 2%..

Huh?

I don't understand your statement. That ratio of nic base to flavoring concentrates is pretty typical for recipes. With this recipe, its assumed that you already have your nic base (nicotine, pg, vg ... at whatever nic concentration you vape) already mixed. You just add the flavors for a grand total of 30 ml mix.
