Reduced PG?

Probably because the flavoring is in PG; most are, though there are some VG-based flavors.

Are you sure it's the PG causing it, though? Some people have a far rougher time with VG; many say things like "heavy chest," "coughing up phlegm," or in my own case, just flat out suffocation. With anything over 20%-25% VG, I walk around constantly feeling and sounding like I have a hairball that just won't move, hacking till I'm exhausted but it does no good.

I thought I would try this as a first option, he has had some serious lung health issues, smokes heavily but is keen to vape if I can find something that doesn't make him cough.

Ok, good luck with that! The coughing seems like more of a VG issue, to me, than a PG issue, because usually PG just causes burning, irritation; it's quite a different kind of reaction -- more painful. VG just causes some people to have a lot of phlegm to cough up, and as it condenses inside the lungs, it's so thick it can cause a narrowing of the airways.

reduced pg means. Is all vg except for the the pg in the flavoring. Max vg is the same.
some people have issues with pg such as irritated throat, burning in the chest, ect. so they go for high vg juices
other have issues with high vg juice as AndriaD mentioned the common side affect some people may feel density in their chest.
many people don't have problems either way and it comes down to preferences.
