Refilled cartos not vaping

So, i cleaned my unused, prefilled, ry4juice go-go carts. I filled them with new juice, and when i go to vape, i feel nothing and produce a tiny tiny amount of smoke. What could cause this? There is a little hissing/bubbling noise when i hold down my button. Ive tried twice now, in 2 different ways, to no avail.

The filler is still wet. You are vaping mostly water. These cartos take alot of dry-time after you clean them. Almost like..... a week or more.

after cleaning them,,if you set them by fan exhaust port on your laptop,,they will be dry over nite
