Cartomizers are a disposable item, meant to be discarded after they have served their purpose. They are not worth trying to clean. At under $2 each and considering they should last 1 - 3 weeks, they are far cheaper than the $6 a day you once paid for cigarettes. Using multiple cartomizers simultaneously prolongs their use.

Clearomizers are rebuildable (replaceable heads) which greatly prolongs their usefulness. Most people simply rinse under tap water and allow them to dry completely before re-using them.

Doesn't hurt it any, but you are washing away tasty tasty juice. If it's the same stuff, can leave it a bit unless you get so some deterioration in quality/taste. Although if it's not rebuildable might want to do it before then so as to prevent gunk-up since it's harder to dry burn or replace wrecked wicks and coils.
