You mentioned "safer". So here's my experience.
If the parcel is being sent locally to you, that is probably the safer bet then ordering where the parcel is sent from overseas. Ordering from different countries carries different risk and are scrutinised differently. And personally, I won't order from companies that label themselves " The Best E-Cig company" and expect customs & excise to let tht go.
Finally, ordering and collecting yourself from a reliable forummer (Malaysia or Sg) is probably the best bet.
Now the best part. Try go thru more threads here and Malaysia Forum to see which forummer stock up more of their supplies and are kind enough to part with them. I find their signature post helpful.
I've ordered from all three sources. Local, Overseas (Europe) and Malaysia. The best kit and customer service I got was from Malaysia. Had to go PJ to collect it.. but worth the 4 hrs trip. Got to try out a range of e-cigs, watched him mix juices and tried out his mods. My personal experience.
