The ban on retail sales is based on the authority given to the Greek FDA to regulate the sale of nicotine.

Thank you very much. I owe so much to this community. Greece has one of the highest rates of tobacco smokers in the world. Not allowing the retail sales of nicotine will make access to nicotine liquid impossible for those without internet access and severely compromise their chances of replacing tobacco smoking with vaping.
This is issue of public safety.
