Yes indeedy. This one would not need any FDA approval because, by using tobacco soaked in PG and VG, it's a cigarette. And, so far, the FDA has no regulatory control over cigarettes. E-smoking uses liquid. FDA says the liquid contains a new drug. That new drug needs regulating. But RJR's tube has real tobacco. Not new. No need for FDA involvement.
This does look like the patent that produced the Heatbar, however, which was not successful in consumer testing. It's not hard to believe that cigarette smokers wanted something that looked like a cigarette. The Heatbar looked like a personal vaporizer. Smokers didn't want personal vaporizers.
Ironic, isn't it, and some not want e-cigarettes to be called personal vaporizers?
FYI: I have soaked tobacco in VG and stuffed the wet mixture into an empty e-cig cartridge. It works, but not as well as a commercial cartridge.
RJR is also planning to introduce dissolvable tobacco products in a few months, to compete with the pioneering products from Star Scientific. Just when a market takes off, here's comes Goliath to smash that upstart David and scoop us the business.
