what's the difference? As far as i can tell, rms is more accurate at regulating my vw settings? Da eff?

you are correct - one is absolute (rms)it is what it says on the screen
one is average voltage, sort of near what you set.(mean or avg).

in basic terms.

Two sides of the same coin as far as voltage is concerned. RMS is used when wattage is a key factor. It is the equivalent DC voltage for a pulsed output.
