rubber and cap placement on carts

When refilling a kr808d cartomizer, how far in should the rubber o-ring thing go into the cart before putting the white cap on? Sometimes I push it in a little and sometomes I just let the white cap push it in with the cap. I does not seem to make any difference to me so far. What do you guys and gals do.

I throw it away! Refilling is easier without it.
