I have some unflavored nic juice and some bottles of both sucralose and ethyl maltol on hand.

I think 25mg/ml unflavored e-juice tastes like bitter plastic but want to add the least flavoring possible, so as to keep the mixture on the "pure" side.

I'm looking for a combination of sucralose and ethyl maltol that will barely cover the plastic taste, preferably in a way that makes the vape almost flavorless.

Any suggestions?

Not completely sure what you're asking. I vape unflavored eliquid with 60/40 PG/VG 18mg nicotine and like it very much. As far as standalone liquids, I like Hangsen tobacco flavors. You could use them at 3% flavoring and get a mild tasty result. Their flavors are very pure and clean tasting. I prefer them at 8-10% for a full flavor. Do you have the EjuiceMeUp calculator. If not you should download it for mixing percentages.

If you want to get rid of the plastic-like flavor, find some basic vanilla, add 1-2 drops and then 1-2 drops of sweetener per 5-10ml. That should be enough to mask the flavor while giving you a very mild cover. Vanilla can be very overpowering, but 1-2 drops comes out to a small percentage so you'd likely get just a hint of the flavor.

You could, of course, do this with any flavor you like. Normally 1-2 drops is enough to taste, but not enough to give you the full flavor that you would get from a 5-20% blend.

You didn't make mention of the concentration of PG to VG in that Nic base that is unless your vaping a pure PG nic base. If that is the case then I can understand why it taste as you describe. So if that nic base is pure PG I would suggest you cut that with VG. VG is a natural vegtable glyserin with a small amount of natural sweetness and no artifical flavoring. If you add 25% VG that would reduce the NIC level to 18mg but it should taste better. You can even cut it by 50% and that would make the NIC level 12.5mg. So your sacrificing Nic strength but I think that will accomplish what you desire without adding flavoring that you don't desire.

My 55-65% VG 12mg unflavored nic tastes very sweet and is easy on the tastebuds. If yours tastes like plastic, its as others before me have said. Either too much PG or a bad nic/base source. First, if it's 100% PG as danny said, then that's the problem. If not, I would taste your base (PG/VG) alone and see if it tastes like plastic. If so, get it replaced. If not, then its your nic. The bitter plasticy taste isn't inherent in nicotine. Unflavored nic tastes more like pepper with some sweetness to it, and the sweetness varies depending on the VG content. Imo, the base should never be 100% PG.
