I think it depends on the carrier as well as the amount stated.
A few days after I got my Provari, shipped from the U.S. to Can..
with Fedx, I received a bill from fedx for $15.00 for taxes.
5 was for tax and 10 was their handling fee.

The value stated on the package was, I believe, $40.00.

Only ever been charged extra when buying Provari products.

Whats the duty free limit for importing into the USA/ Canada etc?

What should the package be valued at so as to not attract any attention or customs fees?

Any idea?

I have never paid any duty on US to CA shipments of vape hardware up to around $300. USPS charges no cartage fees, be careful with Fedex, DHL, etc, they can sometimes be expensive. Anything with nic in it will be sent back if found by Canada customs. I've also never been charged sales tax.

No idea about CA to US, but I doubt there would be any duty or tax issues.

Every FT order I've gotten, has a declared value of $20.
Same.

I have had dozens of vape gear packages sent to me from China, Greece, Bulgaria, USA, etc., and never paid a cent in duty/tax/brokerage.

Most companies that ship vape gear internationally will set the value of the package low purposely to allow this to be the case.

UPS is terrible and I never use them and FedEx isn't much better. Regular post works the best for me. Good luck with DHL as well.
