You have to wait until you have 15 posts (and then another hour for the system to update) and then you can click on one that you like and it'll take you to the place where you make yours.
Then you just paste the url into your signature on your page (click on the settings link at the top of the page).

15 non-spam non-sequential posts or replies and an hour's wait
Then you get Edit Signature in settings
When you click on other people's banner it MAY take you to where you can make your own. Mine doesn;t because the site mine is at got taken over or something.
Once you fill one out, have it generare BBcode, copy that completely
Then Edit Signature on ECF and past it into the text signature box and save
