I got a 5 dollar charger on ebay (with 2 protected ultrafire 16340s too! haha), they say it cuts charging when full and according to my multimeter it does; my batteries are never hot when I take them off the charger or anything either. Most chargers do have a cutoff, you just should not trust it... all it takes is a one time failure to cause a disaster.

I have a Pila charger which is supposed to be a smart charger, it seems to do well, that said, crap happens, I have tried to educate myself, and I do my best to utilize smart charging practices.
I am assuming the chinese just test it in the lab, which doesn't count for much heh. I just can not bring myself to pay top dollar for a charger when the one I got works, might regret it in the long run I suppose.
