How the heck does this come apart the rest of the way?

Been trying to get this apart for a friend. Does the bottom screw off?

Ok got it finally the metal sleeve slides off. Then the tank underneath can be unscrewed.

This should have been easier cept this one has been dropped many times.

Yes the bottom does screw off. It's in there pretty tight, but does come off.
