From what I read, and it has to be true because it's on the internet 
Vape or vaping up to 2006 was a term used in the drug and tobacco world.
They seem to consider using a waterpipe or Hookah to be vaping pre 2006.
Now Both of them pull smoke threw a water basin, but it's still smoking and not vaping.
Just because you use water as a filter doesn't change what it is.
When e-cigs came out, and it was a true vapor and not smoke, people that vaped seen the difference,
and rightfully claimed the terms Vape and Vaping for what it actually means.
But it took years to separate what they do and vaping.
We can thank ECF and it's members for being on the front line of that fight
Now don't get me wrong some people still consider using waterpipe's and Hookah's vaping,
and even them devices where you put a dry tobacco or herb on a electric coil, I seen called vaping
This all drives me nuts when I see or hear that.
I been working around Nuclear plants for over 20 years and put up with the same kind of thinking.
A Nuclear Plants Cooling tower is like a radiator in a car.
The STEAM coming out of a Nuclear plants cooling towers is STEAM from very hot water, but people will argue with me that it's smoke
It's like saying when you open up your car's radiator and the smoke that comes out, is from the burning gasoline in the engine
