You read them right but you have to wait 1 hr for the website servers to reset.

Vapoor eyes er is correct. The cron jobs that update user accounts run at 25 minutes after each hour. Your 15th post was made at 19 minutes after the hour, so you should have made it for the most recent updates. If you're still unable to post in the APV forums after another hour, post here so we can look into it.
