Don't really understand this story at all. Private businesses as far as I am concerned are perfectly entitled to ban or allow smoing and/or ecigarettes as they see fit. But what does this ordinance mean? Does it mean if you decide to ban smoking it automatically bans ecigs as well? What if you want to ban smoking but not ecigs?

And why does it take the pressure of the owner of the bar and grill? He has already banned cigarettes (which are legal) why can't he ban ecigs as well? He says he allows ecigs because they are legal? So what? Cigarettes are legal as well and he's banned them, how hard is it for him to ban ecigs as well if he wants to?

Doesn't make any sense to me.

Let me explain it. There is a competitive advantage of vaping over smoking due to the fact that the smell is way easier to tolerate and there is no littering via ash / butts and additional cleaning of the premises needed. Some business owners may thus elect to allow vaping but not smoking. This could inspire more smokers to convert to vaping. As we already know, the govt does not want that to happen.
