When stacking batteries, the one closest to the load will always discharge more so than the one "on bottom." Label your batteries and flip them in your PV after every recharge cycle to help prevent one battery from wearing out faster than the other.

This is what I've done in my 3amp Thrunite Scorpion V2 flashlight with AW IMR 18350s.
Also, if you have more that two, keep them paired and use and charge them as pairs.
