Back to two other questions in the thread that I skipped!
1) I don't have confidence that most shops have the ability to accurately recreate their juice precisely. That may be what's going on with the OP. Did you SEE them mix your juice? Were they counting drops? If so - that there's likely the problem... I'd recommend you try finding some juice from online vendors recommended here on ECF. It'll still be a long search - don't be surprised if you spend the next few months trying different juices, and finding maybe 1 of 10 that you like!
2) Steeping is basically just letting e-juice "sit". It's been documented that flavor evolves over time. It's not EXACTLY the same as the process for tea, or for wine. It's unknown how much of the effect is from oxygen interaction, how much from continued mixing, how much from ongoing reactions between the flavors - but for SOME juice, it's important!
I've had juice that was NASTY when fresh, but GOOD 2 weeks later.
People try various means to improve or accelerate the process - like steeping with the bottle top off; steeping with warmth; and running their juice through ultrasonic cleaners (superfast shaking, basically).
