I have read what it is but if i understood it correctly, you need to leave eliquid "a bit" to mix better. Well i have helped it a bit by the "cappuchino maker".

They really work well for what they are intended, but i used them a bit differently. I have attached to it twisted paper clip so i was able to mix the 5ml eliquid within the 10ml bottle at high rpm (and warmed the liquid before with warm bath). I am really interested if this helps.

Steeping = aging, not mixing :)
Well and here is my problem. What ages? What actually changes within the mixture except that the aroma becomes better distributed over the mixture. The heating of mixture makes the vg/pg less dense and helps mixing the aroma. Is there is actually some other chemical reaction going on which i dont understand? Are there some methods except waiting that will speed up the process (which is from some point adding magic to the DIY but for nerveous begginer trying to test everything in a first minute a complete pain in the a**), one is heating, mixing it shouldnt hurt either. Leaving the mixture open draws moisture from air to the mixture, is this desired, will it help? Premixing the flavor with vg/pg before actually doing the final mixture?

I don't think that e-liquid has to "age," but letting it sit allows the poorly soluble parts of the flavor or whatever is mixing, distribute. Aging wine and "aging" E-Liquid are two completely different animals. Wine undergoes chemical reactions and other things of that nature, but E-Liquid shouldn't undergo any chemical reactions. Some people report that shaking, warm water baths, or using some other techniques such as putting it in an ultrasound cleaner (don't ask me about that one :)), help the liquid steep more rapidly.

Well this is how I also explain it to myself, so whatever action you take to mix the liquid better is going into direction of better taste. Ultrasound cleaner? A really cool idea... well i will see how my capuchino method works :)

That should make sense because if you think about it, VG, PG, flavor, and water (if any) have different polarities and will therefore dissolve differently with each other. Maybe letting it sit for a long time is the best way to fully distribute it, which is why most people let their liquids sit for a while rather than shaking, stirring, or warming. I personally let mine sit, but if I'm impatient I'll put em' in a cup of warm water and shake, the difference is very minute than if I let it sit for 24 hours, so it doesn't really matter. However, with some of the more complicated mixes, people have reported letting the liquid sit for 2 weeks before they got a satisfactory flavor. I think it's a matter of personal preference really.

I use 50/50 PG/VG mixes. I find that some are fine right out of the mix and some need to sit a week to fully develop the flavor. I read someplace that higher VG juices don't develop the flavor as fast, and the flavoring itself might have some influence on this as well.

My FlavourArt espresso is much better after a week than fresh out of the mix, for example.

My TPA stuff seems to be fine right out of the mix if it's a simple recipe.

YMMV

I suppose some juices just taste better steeped (and look cooler).

Heres an example:

I mixed up a 40/60 blend of Rose and Mint at 22%. Added 2 drops of sweetener too (in a 10ml bottle). It's absolutely delicious (especially if you're in the hookah/shisha crowd).

Day 1= muted flavor, liquid was crystal clear despite vigorous shaking and stirring.
Day 14 (2 weeks)= Liquid's been sitting in shade. It is now rose-red, literally rose colored. Looks pretty cool, and the flavor is MUCH more pronounced. It literally tastes like a fresh bowl of shisha.

I don't notice this much with other flavors at all, but some definitely do change over time.

Ultra fast steeping method: Today I was busy doing laundry, and forgot to check my pants pockets. Long story short, after 2 cycles in the drier, I happened to notice the bottle sitting in there after removing the clothes. And what's more, NO LEAK! This is a tobacco mix I made yesterday, tastes great now.

NOTE: I do NOT suggest anyone try this on purpose LOL.
