Hello and welcome! Steeping juice is aging it. Many juices taste better when it's aged a bit, and most DIYers will steep their juices for all the flavors to meld together.
for example... one steeps tea, one ages wine. Steeping is the act of infusing a flavor from a "solid" ( tea for example) into the liquid. If you are into DIY NETs, then steeping is required due to the tobacco needing to be soaked...
I have said this Many Times. I think "Steeping" was a terrible Slang Term to adopt for how a Newly Mixed Flavored e-Liquid changes in taste. I'm with Bunnykiller. I think Aging is a Much More Descriptive term.
All that said... Steeping is what we call what happens when the Flavor of a e-Liquid changes over time. Every Notice that Spaghetti Sauce tastes better the Next Day verses the Day you make it? It's kinda like that.
When you Mix a Flavored e-Liquid, the taste is not always all that Great. But if you come back to it a couple of Days latter, it will many times taste Better.

Steeping or Aging has always made a marked difference in the flavor of juice for me. Some times I will get a new juice and it is hard not to try it right away. I have learned over the years to wait a few weeks and it always pays off.
Welcome and glad you joined. If you mix and cannot steep to improve flavor, your mix is very limited. (SnV) Shake and Vape recipes are of no real value to me.
