get the strongest,thickest, paperclip that will fit throught the white hole, then take your nail clipers and bend the very end of it back around kinda like a fishing hook...!! when you stick it through the hole the bent end graps the white part from underneeth and just lightly pull moving it from one side to the other, or just pop it off with your new tool..!!!
Works great for me and haven't ruined one white end cap yet ...!!!

Im the wrong Steve but, I take my old carts (the ones I have used several times or ones where I don't pay attention and burn them) and before I throw them away I take out the cap and rubber ring and save them. I now have a parts box for when I break the cap or when Im too lazy to look for the O ring I just dropped on the floor. And, yes I do get around to picking that O ring up. LOL
