The best tank I've tried is the iSub
It is also the cheapest in the plastic tank version being between 15 and 20 bucks for a 4 ml tank. The coils are .5 and run about 2 bucks. This tank has HUGE airflow
As for a mod. The ileaf?
Mine isn't inexpensive but is very powerful. The lotus jellyfish.
I must warn you that a mech mod won't do well on this tank unless you go with the glass version which drives pricing to 35 bucks.

not the cheapest, but absolutely reasonable - and very versatile - Kanger Subox mini kit... mod, tank available in $60 range at various reputable online vendors... will still need a battery (and preferably an external charger)... but will stand you in good stead for some time - instead of looking to have to replace/ upgrade in 30-60 days due to not being satisfied with vape experience - just my 2 cents 
kit also comes with rba (rebuildable) deck for the tank, so if you want, you can build your own coils/ wick it - much cheaper than continually buying new coil heads (and you can even get pre-built coil wires in a 20 pack with a couple cotton pads for wicking for under $10 online also - if you are interested, let me know, I can dig up a link for you)
Pick up an Eleaf iStick 40W TC for under 40 bucks and pair it with a Subtank Mini for about $30... in wattage only mode, it'll only go to 40 watts, but in temp control mode, vaping is taken to a new place... great mod.
After the fiasco with the iStick 50W I couldn't ever recommend one of their devices until it's been on the market at least 6 months and we have a good idea about it's long term reliability.
Innokin iTaste MVP 3.0 Pro starter kit, including the iSub tank with .5 ohm coils, is on sale today at vapor authority for $72. That's good gear.
The Subox Mini kit is probably exactly what you're looking for. I have one and it's a pretty nice little unit, and you really can't argue with that price point (about 50-60$).
+1 to the SubBox Mini Kit. that and a GOOD 18650 Battery and quite good to go (external stand-alone Charger is recommended by most as well).
Granted it will run you about 30-40 more than your expectations but as said quite right above;
Better to spend more now and be satisfied and Good to Go for a long time than to waste $50 now only to be left lacking and wanting more a month or so down the line. When that happens (and It Will), you will end up spending the $75-$100 anyways and be out the original $50 for Stuff to just lay around cluttering up the Place.
Love my Kbox (for Yard Work & the like) and my SubBox (for when discreet Equipment is preferable such as at the Movies, Kid's School Events, Jury Duty, Church and such) mated to the STMs and very pleasing Vapor and easy to use. Quite satisfying and adequate even compared to Mechs & RDAs (forgive me fellow Mech Warriors for I do stray at times)
Like them so much,,,, lookie what just arrived today all the way from Hong Kong!

Depends on if you buy one on ebay or the like from a Grey-Marketer or from an Authorized Seller.
Somewhere between $60 & $80 I would say. Kanger is holding Authorized Sellers to the $79.95 MSRP from what I have seen and heard.
That and a $7-$10 GOOD Battery (like the Samsung 25R) that will last @ 400+ charges and a GOOD Charger that will last you a Looooonnnnggg time like the Nitecore i2 or D2 (@ $14 or so) and Ta-Da!
Ya gotta buy Liquid and Coils anyways so those are moot.

I would just get an Evic VT and a kanger subtank mini. $32.95 for the tank and $59.95 for the battery. Slightly over budget, but definitely worth it.
