Sucralose

Can I make my own sucralose flavoring by simply adding Splenda right out of the yellow packets to either PG, VG, or grain alchohol?

Nope, nope, nope nope nope! The main ingredient of Splenda is maltodextrin -- SUGAR.

Get some TFA Sweetener -- it's the best, no artificial whang.

If you REALLY want to make your own, get pure sucralose powder. I got mine @ ecigexpress when I put in a big order. I made some VERY powerful drops with some powder and distilled water. I love it in my coffee and tea too.
