It seems that you all are in the, mostly, preliminary stages of this, but I wanted to ask a question, and make some comments (thus the title 
).
Since the contents of the e-liquid seems to be the most blaring sticking point concerning government intervention (at least, IMHO). Have you all thought about sourcing a US lab that you could work with to test your liquids? I imagine that if you are organized, you could find one or two (maybe one east coast, and one west) that could provide some decent pricing.
The only other thing that would need to be done is to talk the manufacturer's into tracking their batches by lot codes, or something similar. Again, with the strength in numbers, it seems like this would be possible.
One drawback, however, from putting a system like this in place would be potential availability delays.
