I recieved my 3.5ml tank today(my first tank) and placed some drops in the cartomizer and then filled the tank around it. I then put my finger on the bottom of the cartomizer and inhaled to wet the poly inside. The poly was damp and slightly tan. As I smoke it I take off the drip tip and I now see that the top of the poly is pretty dry and completely white. I am not familair at all with tanks, but isnt the entire poly supposed to stay wet and and slightly tan like when I first filled it up? I think my VP is still working fine I'm not getting a burning taste or anything, but I am totally new to vaping so I'm not really sure about any of this haha.

It's normal for the top of the carto filler to look dry. As long as you're not getting dry hits all is working as it should. :)

Because the feeder hole(s) for the juice is in the lower part of the carto, that part of the polyfill will continue to stay wet. Depending upon how absorbant the polyfill is and how thick the juice is, the juice will keep the fill material wet enough for the heating coils (in the middle of the carto) to vaporize the juice. Sucking on the carto mouthpiece creates suction pressure pulling juice up higher into the carto tube to be vaporized, and the negative pressure in the tank is replaced by an air bubble into the tank.

It's just good practice when filling a carto for the first time to saturate the filler where it looks like a wet slushy. A helpful tip is to put a wooden tooth pic into the air hole to prevent juice from accidentally getting in there, eliminating the need to blow extra juice out.

Another tip is to get a tank accessory tool like this to protect your tank's o-rings and make juice filling faster:
