How do i get that 69c deal. Do they apply discount at the end? Most stuff ive looked at is 4.99

You're best bet is to look for sample packs offered by various vendors. Or - if you just want to try a bunch of different juices to get an idea what you like - go to a B&M store that has a sample bar.
Like with many things, e-liquids are much more economical to buy in larger packages. A 10mL size bottle of juice costs almost as much to produce as the 30mL size. The only difference is the actual amount of e-liquid and (perhaps) the slightly reduced cost of a smaller bottle. But it still takes someone the same amount of time to process/label/package it and that's where the main costs come in.

Its actually for other people. I have ego kits for sale in my local area and wish to give a free bottle of juice with the Kit. I would like to give people quality and safe juice with a label and all the info, hense why i need a large qty of small bottles
eliquidsamples.com sells 1ml juice samples for a little over a dollar each and they have several vendors (Highbrow Vapor, Zeus e-juice, Mom and Pop, etc). Not a bad price to try out juice to see if you like it.
FireCracker Vapor has 7ml bottles for $4. All of the flavors are excellent! Way better than Mt. Bakers crap... IMO.
