By "filler" do you mean e-liquid or the media that holds it in suspension in the cartridge?
Probably the latter, I suspect....
You will find lots of suggestions here, and I've tried several. Thus far I have NOT found one that does not leak. :-( The Pyramid tea bags leak, the aquarium foam leaks...the thing that leaks the least seems to be the original cotton-like material. At least that's been my experience. I have been using the aquarium foam lately and had a little better luck by cutting them a bit larger and then NOT filling the cartridge all the way. I think that the leaking problem may also be from the atty boiling the e-liquid and causing it to "foam over", but that's just a guess.

I also have tried other filler and I have to agree the filler that comes with the PV is the best..........less you fool around with your PV the better you will be.

Just tried the simple cart mod (cut stock filler & use as a plug) late last week. Got a couple of hours off a single cart with no leaks (once I got the plug size right) and a smoother pull that I never experienced in my small three weeks of vapping. Only went thru three carts today at work and still vapping off the fourth one I popped in for the trip home. It took me a few hours to get the size right and test on five carts.

Don't use any at all. Just drip 3 or 4 drops of juice in the atty and vape away.

Dripping is good if your not mobile but if you are it's a pita. I dripped at home while I was trying to test different cart mods and having to add two - three drops for three good pulls made my quest to find a cart mod that worked for me even more of a priority.

Haven't bought anything yet just trying to see all about it. So these things actually leak if there is not a good filler in them. Don't they come with fillers? This sounds harder and harder to use and maintain. I don't want to be using drops every time I take a puff!

Yes they do come with filler but it just doesn't work well the way it's set up. I would have juice soaked in the filler but not getting any vape unless I topped it off. It took me 2 & a half weeks to find and prefect the right cart mod for my pv. I used the same filler that came with the carts but didn't use it like they had it.

The pre-filled carts work well enough and don't require maintenance. They also don't last long (the polyfil breaks down structurally, it seems). You can just order more pre-filled carts every week or so to replace them.

For some of us, this "maintenance" that you speak of has become a hobby. :D

I am getting ready to revisit the coiled spring mod. I ordered some stainless steel springs from Amazon today.

I've used coffee filters and blue foam. Both work, but what works best depends on the device and the juice. I have a Volcano and a Magma. The volcano likes the coffee filters with vapor station watermelon a lot. The Magma works better with blue foam and the same juice. Also seems that the blue foam works better if it's slightly overstuffed in most cases. Takes a little experimenting, but I like to fiddle with things anyway, so that's ok.

I've had a little leakage with both when I carry the PCC in my pocket, but not bad. If I keep the PCC upright and don't toss it around, no leakage at all. I got some plugs for the Volcano and it solved the problem there, but still looking for the Magma. Leaking and drying out kind of defeats part of the purpose of the PCC in my opinion, portability is kind of key for that thing.
