It's not a dumb question at all. When I got into vaping, I didn't know what the hell people meant when they steeped juices. Can't truly learn anything without asking questions IMO. Anyways, there's a lot of methods when it comes to steeping but, I'll cover two of the most popular methods.
You can either leave the top off of the bottle and shake it every few days or so (with the cap on obviously). What I do is just leave it there to basically age like some wine. Both methods will require you to leave it in a cool dark place. Such as a cupboard, drawer, or anything that's similar.
Forgot to mention that you have to let BWB juices steep. Since it takes a bit of time for the flavor to come in. Remember when I first tried the tobacco menthol and it was fairly weak. About a month later I tried it again and was very surprised on how much it had improved. And yes, it is one of the downfalls of juices from BWB.

I have to disagree with washvape as this stuff tastes nothing like a marb smooth. In fact I can't even taste a tobacco base. I can smell it but it does no come through in te taste. Jut tastes like a stick of gum to me.
Oh well. I'm still gonna vape the whole thing.
I know it sounds silly but I have found V2's peppermint (18mg nic) to have a very cool rush, strong TH, and nice buzz. It's pricey though, at about $0.76 per ml. Has anyone found something that mimics this well? I tried peppermint from vaporescence, but it's NOT the same. The V2's juice is 100% VG, which helps the TH and nic delivery. I thought about dekang juice, but doublemint sounds more like a wintergreen twist, which is what I don't want. Just pure peppermint. Any suggesions?
V2 is an 808 style starter kit e-cig company, really trying to 'manhandle' the market to newbies. V2cigs.com is the website. They're actually decent 808 cigs, but I've moved on from 'starter' sets like these. They sell e-liquid as well. I'll look at vapor 4 life liquids...thanks for the info. Also, I like straight up peppermint, not menthol, because menthol has that tobacco aspect to it. Just lookin' around for info!!!
