I always primed my cartos after they were in the tank. I'd use a syringe and just squirt down about 3 spots, then fill the tank and let it sit a few minutes before vaping.
I found my carbon fiber DT at Braids. I'm sure you will get some other places to look too!
I do both, drip, syringe, condom, splash...... I'm not taking any chances, no I'm not.

jcash, easy peasy. Fill a condom cap about 3/4 full. Slowly and steadily push the karto down into it and let it soak up the goodness. I don't have it at the ready, but there are many YouTube vids on this so you can see it in Action.

Take an old used condom (well cleaned of course), fill it with juice, through in the carto and sling it around larriet style for a while. Get'R Done!
