As I am writing this, a crack team of tunneling engineers have bored a network of passages underneath
the European Commission headquarters, when in position they will place an array of minaiturised
speakers in strategic positions underneath, and all around the auditorium.
Through these speakers they will play Michael Bubles Christmas albums , and Celine Diones Christmas
albums , these will be played at a volume so as to be only slightly perceptible to human hearing, just enough for them to notice it, these albums will be played on a 'loop-repeat' beginning the middle of December, and possibly onto March (unless disabled by security).
They expect the European Council and European Commission to crack under the strain, and give in to our demands to remove e-cigs from the TPD by mid January
at the latest.

Oh, their perception threshold varies greatly, depending on the nature of the noise:

Constituents talking loud and clearly or even hollering at the top of their voices are below the threshold.

But even the faintest rustle of large denomination bills in unmarked envelopes will be picked up immediately...
