You don't "need" HV juices or attys to use a Chuck or any other mod--they are simply accessories to help you enjoy the experience.
The advantage of going "HV" is that a mod runs at closer to 8-10W rather than the 3-4W you get with stock batteries. Above about the 10W mark, most people complain of a "burnt" taste but by using a high impedance atomizer, you can bring it back into the "sweet spot" of around 8W. Some people are satisfied with the 5W they get from using a long lasting 3.7V battery, but the new "big thing" is
low impedance atomizers like the Magnum from Nhaler which can bring the effective power into the 8W range with standard 3.7V batteries.
As far as the HV liquid goes, it really is only Nhaler that markets a liquid specifically for "High Voltage", but you should understand that this is not a "HV Only" liquid but rather a specific formulation that Drew has created to meet the special "needs" of HV vaping: It is a thicker consistency so your atomizer doesn't dry out (and thus
burn out) as quickly and has a relatively lower nicotine content to best balance the flavor and TH when vaped at higher power.
If you aren't ordering a custom Chuck, why not look for a used one in the Classifieds here or order a mod that is ready for immediate shipping? I love my Xhaler at 5V, and I'm looking forward to trying a Magnum atty on my DSE 905 Nomad I got from Madvapes to experience 8W vaping on a $40 mod.
