I actually disagree with going with a cheaper tank to start out with. These can have poor designs and poor quality o-rings which can cause the tank to be slippy-slidey on the carto and even leak juice. Too often I have seen people be frustrated and disappointed with their first cartotank because they chose to start out with a cheap tank.
An IBTanked cartotank can be purchased for under $22 (pyrex tube $4 and metal caps $17.50). These are very high quality tanks for the price. They hug the carto snugly and don't leak. You can use any 510 drip tip on the tank for a mouthpiece, from a $2.50 tip on up. There's a good reason why these tank are so highly recommended.

I always recommend novices to cartotanks to use pre-punched laser-drilled cartos initially. You can learn to use un-punched cartos later on with a carto punch tool if you wish to do that. I also highly recommend purchasing a carto tank filling tool like the Slap Yo Moma tool in the second link below. IBTanked also sells a tank tool that will work nearly as well.
