Syringes. You can get the bigger ones at a pharmacy. I usually use the 3ml or 5ml size for VG and PG. 1ml or 3ml for nic and flavorings. They may or may not sell you 1ml syringes at a pharmacy since they usually come with needles and require a prescription. You don't need the needles anyway.

eta- the bigger syringes can be found by baby or children meds too.

I live in Edinburgh, which is really the Her**n capital of the world. It is pretty easy to walk into most pharmacies and ask for syringes. Get some pretty weird looks though when I say I don't want needles. ;-)

"no thanks. i'd never get anything done mucking around with those tiny little things all day. i have plenty of 12 and 14 gauge luer lock tips back at the flat. give 'em a quick rinse and they're good to go again."

You also have to tick some boxes in a wee form saying what you want and what substances you will be injecting. I put VG/PG/Nic.
I have just ordered a box of 100 1ml (I use the 1ml for flavouring and I am chucking them away after each use) off Amazon for a good price. Way less hassle than queuing up at the M**hadone hatch of my local pharmacy.

One thing I didn't see mentioned. You mention you're coming up "short". Just be aware that most bottles aren't exactly their stated ml capacity. Most have a bit of extra room in them.
For example my 10ml dropper bottles hold more than 10ml of liquid so there will be some extra space at the top.
