Who are they, please?
I have never heard of them, and I am from Europe and have read numerous e-cig blogs from the UK.

I had to browse thru a lot of BS to finally find this conclusion in one of their links:

At this point in time, there is a considerable amount of anecdotal evidence for the efficacy of the electronic cigarette, together with a handful of studies and anyone seriously concerned with population health would be foolish to ignore this.
As we have seen, the reason for the high failure rate of traditional approaches is that they seek only to replace the nicotine and ignore all the other factors that make up the smoking experience. The reason for the success of the electronic cigarette is because it ticks many of the boxes that traditional approaches simply do not address. It is not a perfect solution by any means & it may not work for all existing smokers but it has the potential to significantly reduce smoking prevalence.
It is to be hoped that quality research continues in these areas and that governments grasp the opportunities for harm reduction that the electronic cigarette promises - and which it has already delivered for a great many ex-smokers.

Sounds nice to me. BUT - anybody who hides something that looks nice in a bunch of BS and blather blather.... is not somebody whom I would trust.
And if that organization is supported by 300.000 vapers, as they claim, then their papers would look different. Believe me
