As far as I'm concerned, the jury's still out on whether this was an unintended consequence of poor fact cross-checking, or deliberate sand-bagging they'd hoped no one would notice till the damage was done.

This really isn't a show-stopper. If I was an e-juice producer, all e-juice with nicotine would be flavor free. Then, I would sell 0% nicotine flavoring and label it something akin to "flavored mist" thereby skirting the law. If my consumers chose to mix the flavored mist with e-juice, so be it. BAM!!! I just doubled my sales.
