420mah is the charging current, 650mah is the storage capacity of the battery.

You must have made a typo.

The 420mA is the maximum current the charger can supply. The 650mAh is the capacity of the battery. Working around these numbers it means that the charger should be able to charge the battery in around 1.5 hours (420 x 1.5 = 630mAh)

The charger should work no problem

420 mA is the RATE at which it charges, (car analogy - when filling your gas tank, it's how FAST the gas flows into the tank). 650 mAh is the CAPACITY of the battery, (car analogy - it's how BIG your gas tank is).

500 mA is the RATE at which your computer USB port can give out electrons. As long as the charger isn't trying to "pull" more current then the USB port can provide, your computer will be fine.

So, short version, YES, you can use your charger with your computer, and YES, it will charge your 650 mAh battery fully.
